Stormwater Management Program (SWMP)
In New York State, provisions of the Clean Water Act are administered for the U.S. Environmental Protection Agency (EPA) by the NYS Department of Environmental Conservation (DEC).Â
DEC uses a document called the State Pollutant Discharge Elimination System Permit to regulate municipal stormwater pollution control activities. The SPDES permit requires that municipal SWMPs address six (6) required control measures designed to limit or eliminate harmful discharges:
• Public Education & Outreach
• Public Participation & Involvement
• Illicit Discharge Detection and Elimination (IDDE)
• Construction Site Runoff Control
• Post-Construction Runoff Control
• Municipal Pollution Prevention/Good Housekeeping
